The following is an example scenario of an eligible couple, and how to code the case in FACS for Short Term Medical programs. These include QMBP, SLMB, or QI-1.
Kenny and Reba are applying for assistance. Kenny is aged and Reba is receiving disability benefits from Social Security. They are both on Medicare.
Kenny receives $825 in RSDI, has a bank account with a balance of $215 and a 2000 Chevy Camaro with an average trade-in value of $4,175. Reba receives $812, has a bank account with a balance of $138 and a 2009 Ford Explorer with an average trade-in value of $10,350. They own their home.
In the Household tab, make sure the marital status is coded “Married-Living With Spouse”. In this example, they are eligible for SLMB so it is necessary to only add them to the SLMB benefit. Worker won’t need code them “income/resources considered” for the Medical benefit. (This would be the same for QI-1.)
The coding on the Household Tab for Kenny Parton is shown here.
The coding on the Household Tab for the Reba Parton is shown here.
Income: $825 + $812 – $20 (general income exclusion) = $1617 which is under the SLMB standard of $1691.
There is only one $20 general income exclusion given. In this example, since this is on an H case, the $20 is put in Divert block. Make sure the Social Security Claim Number is entered correctly or the Buy-In won’t work correctly.
The coding on the Income Tab for Kenny Parton is shown here. In this example, the $20 general income exclusion is applied to Kenny Parton’s income.
The coding on the Income Tab for Reba Parton is shown here.
Resources. Their home is exempt. Only one vehicle can be exempted per household if it is used for transportation of the individual or a member of the individual’s household. The Ford Explorer is exempt as a resource. Both bank accounts are counted. $4,175 + $215 + $138 = $4528 which is under the SLMB standard.
Resources are put on the spouse who owns them. If both names are listed as owners of the resource, you can enter the resource on either spouse.
The coding on the Resource Tab for Kenny Parton is shown here.
The coding on the Resource Tab for Reba Parton is shown here. Note that the value of the exempt vehicle is not coded in the Countable Amt Block for a resource.
