Aged, Blind, Disabled (ABD): UpdatedHow to Code for Eligible Individual with Ineligible Spouse (Short Term Medical)

The following is an example of how to code in FACS an Eligible Individual with Ineligible Spouse.

Example 1

Cliff is disabled and receiving RSDI of $570 a month. He is applying for the SSP and medical. His wife Claire and three minor children are not disabled. Claire works and earns a monthly gross salary of $2900 a month. Claire and the children each get a spousal/dependent benefit of $71. The children have no other income. He has a bank account with a current balance of $25.37. She has a bank account with a current balance of $298.03. They own the home, they live in as their primary residence. Claire has a 2010 Kia Sedona EX, valued at $6475.

Household Tab:

  • In this example, Cliff and Claire are both coded as “Married-Living With Spouse”.
  • Cliff is added to both the SSP and Medical.
  • Claire is coded “income/resources considered-not included in benefit.

Income Tab:

  • In this example, $570 of RSDI income is coded in the RSDI income.
  • Cliff’s social security number claim number is coded in the SSN Claim Number block.
    Cliff’s social security number claim number is coded in the SSN Claim Number block.
  • In this example, a MICAL is completed for the $2900 of Countable Earned income for Claire.
  • $907 is coded in the NON-TANF Work Exp block ($842 (countable earned income with the cents dropped + $65)
  • $20 is coded in the General Income Exclusion block
  • $1132 is coded in the Diverted Income block (ineligible child allocation)
  • $71 is coded in the RSDI block
  • Claire’s social security number claim number is coded in the SSN Claim Number block.
    Claire’s social security number claim number is coded in the SSN Claim Number block.

Resource Tab:

  • In this example, home is entered in the Property Description block
  • $132,000 is entered in the Property Value block
  • Checking Account is selected for Liquid Resource Type
  • $25 is entered in the Balance block
  • Name of Bank is entered in the Where Located block
  • 5647 is entered in the Account Number block
  • Savings is selected for the Resource Type block
  • $25 is entered in the Countable Amt block
  • In this example, Checking Account is selected for Liquid Resource Type
  • $298 is entered in the Balance block
  • Name of Bank if entered in the Where Located block
  • 3453 is entered in the Account Number block
  • Savings is selected for the Resource Type block
  • $298 is entered in the Countable Amt block
  • Cars is selected in the Vehicle Type block
  • 2010 KIA SEDONA EX is entered in the Year/Make/Model block
  • $6,475 is entered in the Est Value block
  • $0 is entered in the Amt owed

For this example, the SSP is certified:

  • Type Action Taken – Certified
  • Reason – Any reason code is acceptable for certifications
  • Application Source – Select Appropriate Choice
  • Application Date
  • Certification Date
  • Effective Number of Months – 99
  • Date of Last Determination – Must match certification date

Medical Gen. Tab:

  • In this example, the medical is certified. CERTIFIED is selected from Section D – Medical – Type Action Taken block
  • ATTAINED TECHNICAL ELIGIBILITY is selected in the Reason block
  • Date is entered in the Certification/Disposition Date block
  • 12 is entered in the Certification Period block
  • YES is entered in the Adv. Notice Req block
  • The certification date is re-entered in the Date of Last Redetermination block
  • In this example, DISABLED is selected for the Categorical Relationship Indicator block
  • Eligible is selected for the Medical Indicator block
  • In this example, Claire Smith is selected from the Person Name block
  • Ineligible Spouse is selected for the Medical Indicator block
  • Click on Case Summary Window on the FACS Toolbar
  • Review Case: In this example, Cliff Smith, has a Categorical Relationship of Disabled, Eligible for Medical, and added to both Disabled State Supplemental Payment and Medical Assistance.
  • Review Case: In this example, Claire Smith is the ineligible spouse in the Medical Indicator, and has Income/Resource Considered and Individual not included in benefit.

Medical Financial Tab:

  • In this example, Short Term or State Supp App (Disability Decision has been Determined is entered in the Section D – Medical – Medical Application Reason block
  • County Office is selected for the Medical Application Source block

Example 2

Vivian is applying for disability-related benefits. She is receiving $950 in RSDI. Her husband Philip is receiving $1150 pension from the VA. They have one child, Carlton. Their only resource is a checking account with a reported balance of $12.

The bank account balance is under the QMBP resource standard.
