SNAP: Benefit Reporting

The following is information on how the system determines which cases are annual reporters, semi-annual reporters, or 10-day change reporters.

SNAP reporter status is set at the time of certification and remains constant throughout the certification period.

SNAP Annual Reporters

In order to be a SNAP Annual Benefit Reporter, all of the following conditions must be met at the time of certification:

  • Household Type of Non-Public Assistance (NAP)
  • Action Type is “Certified”
  • Household must have NO earned income at the time of certification
  • All adult household members are elderly/disabled
    Elderly/Disabled Indicator (C20) =  A or E
  • No household member is an Able-Bodied Adult without Dependents (ABAWD) not meeting work requirementsABAWD defined as:
    • ABAWD Status (F172) = Initial ABAWD Not Meeting Work Rule (K)
    • ABAWD Status (F172) = Regained Eligibility for Three Continuous Months (Y)

If all of the above conditions are met at the time of certification, the system will set SNAP Reporter Status (C37) to “A” and the Certification Period (C7) to 24 months.

SNAP Semi-Annual Reporters

In order to be a SNAP Semi-Annual Benefit Reporter, all of the following conditions must be met at the time of certification:

  • Household Type of Non-Public Assistance (NAP)
  • Action Type is “Certified”
  • At least one adult is not elderly or disabled
    Elderly/Disabled Indicator (C20) = S or N
  • No household member is an Able-Bodied Adult without Dependents (ABAWD) not meeting work requirementsABAWD defined as:
    • ABAWD Status (F172) = Initial ABAWD Not Meeting Work Rule (K)
    • ABAWD Status (F172)  = Regained Eligibility for Three Continuous Months (Y)

If all of the above conditions are met at the time of certification, the system will set SNAP Reporter Status (C37) to “S” and the Certification Period (C7) to 12 months.

SNAP 10-Day Change Reporters

If any of the following are true at the time of certification, the household will not be a SNAP Benefit Reporter:

  • Household Type of Public Assistance (SAP)
  • Action Type is “One Month Certification with Postponed Verification (Two Month Certification if the application date is after the 15th) (S)
  • Any member is an Able-Bodied Adult without Dependents (ABAWD) not meeting work requirementsABAWD defined as:
    • ABAWD Status (F172) = Initial ABAWD Not Meeting Work Rule (K)
    • ABAWD Status (F172)  = Regained Eligibility for Three Continuous Months (Y)

If all of the above conditions are met at the time of certification, the system will set SNAP Reporter Status (C37) to “Null” and the Certification Period (C7) will be set by the worker for one, two, three, or four months if Household Type = NAP. The system will set the Certification Period (C7) to 99 if Household Type = SAP.
