Aged, Blind, Disabled (ABD): UpdatedEligibility Determination for State Supplemental Payment (SSP): Who may be eligible?

The State Supplemental Payment (SSP) is for people who are receiving SSI or people who have income over the SSI standard, but under the SSP income and resource standards. The SSP standard is found on Appendix C-1 Schedule VIII.A. The SSI standard is found on Appendix C-1, Schedule VIII.C. Use the amount under “Eligible Individual” for anyone who isn’t married. Use the amount under “Eligible individual with essential or ineligible spouse” when a couple has an ineligible person. Use the amount under “Eligible Couple” for anyone married and both are eligible. Eligible couples must have their own separate case.

  • Persons who are 65 years of age and older but have no income may be eligible for medical if all other eligibility factors are met but are not eligible for the SSP payment. If the applicant categorically relates to ABD and receives other countable income that is less than the SSI income standard, they are only eligible for QMBP/Title XIX Medicaid/Medical benefit. Once they are receiving SSI to supplement their other countable income, they may be eligible for SSP.  The applicant should be referred to SSA to apply for SSI as of 3/21/25, it is no longer a requirement; no ADM-92 is required.

If the person is not eligible for SSI due to other countable income but that income is under the SSP income standard (Appendix C-1 Schedule VIII.A), the client may be eligible for the SSP. (Applicant must meet all other factors of eligibility.) If the applicant has never applied for SSI but his/her income is over the SSI standard, a decision from SSI is not needed before determining eligibility for the SSP

EXAMPLE 1: Client receives RSDI of $600 and SSI of $387.  Total income is $987.  Client would qualify for $20 SSP because he is both receiving SSI and because he is under the 2025 SSP income limit of $1,007.  WORKER WOULD CERTIFY BOTH SSP AND MEDICAL SECTIONS.

EXAMPLE 2: Client receives RSDI only of $764.  Client is under the 2025 SSI income limit of $967.  Client could qualify for SSI of $223 if she applied with SSA, but we can no longer require her to apply for other benefits effective 03/21/25….we can only refer her to SSA; no ADM-92 is required.  Client cannot receive SSP until she begins receiving SSI.  WORKER WOULD DENY THE SSP ON REASON CODE 47 AND CERTIFY THE MEDICAL SECTION.

EXAMPLE 3: Client receives RSDI only of $998.  SSA will use the general income exclusion rule when determining SSI eligibility by deducting the first $20.  Income calculation is ($998 – $20 = $978) therefore, the client is over the 2025 SSI income limit of $967. Thus, the client would not qualify for SSI even if she applied for it with SSA.  In this instance, the client could qualify for $9 SSP (1007-998=9) because she is over the 2025 SSI income limit of $967 but under the 2025 SSP income limit of $1,007.  WORKER WOULD CERTIFY BOTH SSP AND MEDICAL SECTIONS.
