Electronic Benefit Transfer (EBT): UpdatedEBT Card Issuance Instructions

Effective May 1, 2024:

Mailing cards

For cases worked Virtually, staff will give the client the option for an EBT card to be mailed (this includes staff working the Comp Virtual lobby and Virtual Eligibility Center) or go into their nearest office to get a card. The worker should document the client’s choice in case notes.

  • All SNAP only EBT cards that need to be mailed will go through Conduent. These cards will be ‘scheduled’ in IMS on CARDR to 00M. Cards placed on 00M will be sent over to Conduent each day, which will then be mailed to the customer.
  • All Child Care mailed cards (Linking Child Care and Mailing Child Care only cards) will be ‘scheduled’ in IMS on CARDR to 55G.
  • For mailed EBT cards: please allow 7-10 business days for delivery.

Retail In office cards

Will be printed in office for:

  • New or replacement SNAP card requests.
  • Child Care clients (new or replacement cards).
  • Customer must be present at the Retail location and ID verified before ‘requesting’ EPS to print a card.
  • All CARDR requesting will be completed by the Retail staff for cards that will be issued (no comments necessary on CARDR).

CARDR Permissions: Retail EBT Printing (SNAP and Child Care)

  • All Retail staff will need CARDR permissions to ‘request’ initial cards.
  • If you are a Retail staff member and do not have these permissions, please speak with your Field Manager (FM) or Supervisor, who will request access for you.
