TANF: Documentation of Citizenship /Alien Status for TANF

  1. Verification, of a US Citizen or a National of the United States, is not required unless the status is questionable. There are several types of documentation available but the most common include:
    1. A birth certificate
    2. Passport
    3. Certificate of Citizenship issued by USCIS (Form N-560 or N-561).
    4. Certification of Naturalization issued by USCIS (Form N-550 or N-570).
  2. Aliens must provide documentation of their status in the United States. The most common types of documentation are as follows.
    1. For those who are lawfully admitted for permanent residence under Immigration Nationality Act (INA) documentation includes:
      1. I-94 or Passport stamped I-551
      2. I-551 Legal Permanent Resident Card also known as a “Green card”.
      3. I-327 Reentry Permit.
    2. For an alien who is paroled into the US for a period of at least one year documentation can include:
      1. I-94 stamped with “Paroled pursuant to Section 212(d)(5)” or “Parole” or “PIP” with a date of expiration indication of least one year.
      2. I-688B or I766 coded 274a.12(a)(4) indicating admitted for at least one year.
    3. For an alien who is granted conditional entry documentation can include:
      1. I-94 showing “refugee conditional entry”.
      2. I-688B or I766 coded 274a.12(a)(3) or A3.
    4. For a battered alien or their children or parents documentation can include:
      1. I-797 indicating approved, pending or prima facie determination of I-360.
      2. I-797 indicating approved or pending I-130.
    5. For an alien who is granted asylum documentation can include:
      1. I-94 or passport with annotation of “Section 208” or “Asylee,”
      2. I-1551 coded AS6, AS7 or AS8.
      3. I-571 Refugee Travel Document.
    6. For an alien who is a Cuban or Haitian entrant documentation can include:
      1. I 94 with “Cuban or Haitian entrant” or any notation indicating “parole” after 10/10/80.
      2. I-551 coded CU6, CU7, CH 6.
    7. For an alien who is a refugee to the US documents can include:
      1. I-94 or passport with annotation of “Section 7” or “Refugee”.
      2.  I-551 coded R8-6, RE6, RE7, RE8 or RE9.
      3. I-571 Refugee Travel Document.
    8. For an alien who is a victim of severe form of trafficking documents can include:
      1. I-94 coded T1 or T2.
      2. Certification letter for adults or eligibility letter for children from ORR.
    9. For someone admitted to the US as an Amerasian immigrant documents can include:
      1. I -94 or passport with codes AM1, AM2, AM3, AM6, AM7, AM8.
      2. I-551 coded AM1, AM2, AM3, AM6, AM7, AM8.
    10. For an alien whose deportation is being withheld documents can include:
      1. I-94 or passport stamped Section 243(h) or Section 241(b)(3).
      2. I-571 Refugee Travel Document.
      3. I-688B or I-766 coded 274a.12(a)(10) or A10.
    11. For an Iraqi or Afghan alien who is granted special immigration status documents can include:
      1. I-94 showing date of entry
      2. Passport or I-551 with nationality and an immigrant visa stamp noting the alien is admitted under an IV (Immigration Visa).
    12. For an Afghan alien who is a non-special immigrant parolee (Humanitarian Parolee) documents can include:
      1. I-94 noting “Humanitarian Parolee” with date of admission
      2. Passport from Department of Homeland Security noting:
        1. “OAR” – Operation Allies Refugee.
        2. “OAW” – Operation Allies Welcome.
        3. “DT”.
  3. Undocumented aliens are not eligible for TANF or any other services except emergency and pregnancy services for the mother and unborn child.
  4. Any person declaring alien status must provide documentation, Status and documentation must be verified through Systematic Alien Verification for Entitlements (SAVE).
