SNAP: Domestic Violence Shelter Residents

In order for individuals in a Domestic Violence Shelter to receive Supplemental Nutrition Assistance (SNAP) benefits, the facility must

  1. Meets the definition specified in OAC 340:50-5-7(b).
  2. Verification of the facilities non-profit status is accomplished by seeing correspondence from Internal Revenue Service (IRS) stipulating that the organization is tax-exempt as a charitable or educational entity under Section 501(c)(3) of the IRS code. If this document is not available, a copy of the shelter’s by-laws is sent to the Adult and Family Services Division, and the county is notified of the determination of non-profit status.
  3. The county office is responsible for keeping a list of shelters for battered women and children in their county, whose status has been verified and must also keep documentation of that verification.
  • In determining eligibility, this is the one exception to the ‘no duplicate assistance’ rule for SNAP. The client/shelter resident and her child(ren) can apply for and, when approved, receive benefits in a separate benefit case while living at the facility even if they are already included in SNAP benefits with the spouse/father (alleged abuser).
  • They may name a shelter member or other person to act as an authorized representative for application and certification purposes; however, the residents are expected to control the use of their own allotment.
  • There is no minimum or maximum days the recipient must be in the facility to receive SNAP benefits.
