Personal Care: Financial Eligibility

The individual’s categorical relationship determines which income and resource guidelines they must meet for Personal Care services, also known as State Plan Personal Care (SPPC).

Income for ABD related: Countable income of the individual and spouse, if any, must be equal to or below the income standard for an individual or a couple as shown on Appendix C-1, Schedule VI (QMBP).

Income for Non ABD related: If the individual meets categorical relationship as described in the Personal Care Services Categorical Relationship article he or she is income eligible.

Resources for ABD related: Countable resources of the individual and spouse, if any, must be equal to or less than the resource standards for an individual or for a couple as shown on Appendix C-1, Schedule VI (QMBP).

Resources for Non ABD related: There is no resource test

Exempt Resources

  • Home property (as long as client continues to reside there
  • One Automobile
  • Irrevocable burial policy
  • Life Insurance with total face value of $1,500 or less. *See articles on Life Insurance and Burial Policies

There is no penalty period applied for transfer of assets without commensurate return.
