SNAP: Correct Coding of Transitional Food Benefits (TFB)

Effective June 1, 2009 the TFB period was extended to five months. When the TANF benefit is closed on client’s request (46A, 46B, or 46C), the worker must determine if the client is requesting closure of both TANF and SNAP benefits.

**REMINDER: For reasons of client’s requests (46A, 46B, or 46C), the system will not make any updates to the SNAP tab in Eligibility Notebook. The worker must manually make the appropriate updates. The ONLY two appropriate actions are Closure (6 /Closed) or (T/Transitional Food Benefits). It is not appropriate to make a c-change in the SNAP section when closing TANF benefits and leaving food benefits open.

When the client is requesting closure of both TANF and SNAP benefits:

  • The TANF benefits are closed with the appropriate closure code;
  • The worker must update the SNAP tab in Eligibility Notebook with a closure using code 46A, 46B, or 46C, as appropriate; and
  • The worker must document in FACS case notes the action taken on the SNAP benefits.

When the client is requesting closure of only the TANF benefits:

  • The TANF benefits are closed with the appropriate closure code;
  • The worker must update the SNAP tab in Eligibility Notebook as follows:
    • Action Type = ‘TRANSITIONAL FOOD BENEFITS (T)’
    • Effective Date = EFFECTIVE DATE OF TANF CLOSURE;

The system will automatically update;

  • The SNAP Certification Date to allow five additional months of eligibility; and
  • The income to match the income that was on the case prior to the closure action minus the TANF cash benefit.

**REMEMBER: USE A “6” or a “T” – NOT A “C”***
