Child Only TANF with Biological/Adopted – Parent(s) in the Home

  1. What does a child only case look like when a biological / adopted parent is in the home? No adult is included in the benefits. One of both parents can be:
    • On SSI
    • An ineligible Alien
    • A Fleeing Felon
    • Tested Positive for Substance Abuse
  2. Is the Biological/Adoptive parent’s income included on the TANF case?
    • No. If the parent is on SSI the income is not considered.
    • Yes. If the parent is an ineligible Alien or a Fleeing Felon then the income is considered as per stepparent formula.
    • Yes. If the parent tested positive for Substance Abuse. No deductions are allowed.
  3. What are the requirements for the child to be eligible?
    • Child must be less than 18 years old and or 18 and will graduate from High School before they turn 19 years old.
    • Child cannot be receiving SSI, Foster Care or Adoption Subsidy.
  4. Do the Biological/Adoptive Parents have to participate in TANF work?
    • No. The adult is not included in the benefits so they are not required to participate in TANF work.
    • No. If the adult is included on an ABD case then the child only TANF case and the ABD case need to be synchronized together for their reviews.
  5. When are reviews due?
    • Child only TANF cases should be reviewed every 12 months or sooner.
    • Child only TANF cases that have a penalty need to be reviewed every 6 months or sooner.
  6. What penalties can be applied to child only cases with the Biological / Adopted parent in the home?
    • No Social Security Number
    • School attendance
    • Immunizations
    • Non-cooperation with child support by the Biological/Adopted parent in the home. Biological / Adopted parents must cooperate with Oklahoma Child Support Services even if not included in the benefits.
  7. Are child only cases with the parent in the home eligible for Support Services or Supported Permanency Services?
    • No. Support Services are only available for child only cases when the Biological / Adopted parent is not in the home.
    • No. Supported Permanency can only be used when the Biological/Adopted parent is not in the home and is approved by Child Welfare.
  8. What forms are required to complete a Child Only Application or review?
    • Completed Request for Benefits (PS-1)
    • Completed Eligibility Information for Benefits (FSS-1) from FACS
    • Signed Responsibilities and Signature for Benefits (FSS-1-B)
    • Lump Sum Payments (FSS-C-4)
    • Absent Parent Information Sheets (FSS-AP-1-A)
    • Cooperation Agreement and Request for Good Cause (C-9)
    • Non-Custodial Parent Letter (ADM-95)
    • School Attendance Verification 08AD010E (ADM-96)
    • Immunization Certificate of Exemption, if needed 08TA017E (FSS-TANF-1)
