Programs: NewContinuous Evaluation Project – Closure Actions and Reopens

The closure action for the Continuous Evaluation Project will only close the SNAP benefit when the criteria have not been met.  Other open benefits (Child Care, TANF, and Medical programs) will not be closed automatically. Eligibility for these programs must be evaluated separately using the verification received, the applicable program policies, and the program’s normal processing requirements or next scheduled eligibility review, as appropriate.

The automated closure action will close the SNAP benefit on a Failure to Provide Verification (45) code when the requested verification is not received by the due date and no contact has been made by the household.

The automated closure action will be cancelled when a household member contacts the agency by phone or in person or submits verification after the Request for Information (ADM92) has been issued and a task is created in Current.  At that time, the eligibility worker is responsible for taking appropriate action on the case.

Case Review and Action

Review the ECHL screen in IMS for case status and OnBase for verification submitted.

If all requested verification is received,

  • and the SNAP benefit is still open, eligibility must be re-determined, and appropriate action (change or closure) must be taken.
  • after the SNAP benefit has closed on a 45 code but on or before the closure (C.5) effective date, eligibility must be re-determined.
    • If the household is still eligible, the SNAP benefit can be reopened for the same effective date.
    • If the household is no longer eligible, the case must remain closed, the reason must be documented in Case Notes, and a hand generated notice must be issued to notify the household of the reason it will remain closed.
  • after the SNAP benefit closure (C.5) effective date, a new application is required.

If all required verification is not received,

  • and the due date has not expired; the case should be pended in Current until the ADM92 due date to allow the household appropriate time to provide the requested verification.
  • and the due date has expired; the SNAP benefit must be closed on the closure reason code of Failure to Provide Verification (45) – even if a recent action or renewal has been completed.

New Applications Submitted for a Closed SNAP Benefit

When the SNAP benefit has closed on a reason code of 45 and a household submits a new application prior to the closure (C.5) effective date:

If all required verification is received,

  • on or before the closure (C.5) effective date, application status should be removed by submitting a Remedy ticket and include the date verification was received by the agency. With this information, the application status can be removed, and SNAP benefits can be reopened.
  • after the closure (C.5) effective date, application status should not be removed since the SNAP benefit cannot be reopened.  The new application will need to be processed through normal procedures. If certified, the certification month cannot be prior to the closure date since benefits were received.

If all required verification is not received,

  • but there is still time before the closure (C.5) effective date, application status should not be removed until the reopen time period has ended. This will ensure the application is not needed before removing app status or will preserve the application date if a new application is needed.  The case should be pended with a due date of the closure (C.5) effective date to determine the appropriate action at that time.

Example:

John Smith has a SNAP benefit that closed with an effective date of 08/01/26 for a reason code of 45.  He has not provided any of the verification requested and reapplies on 07/25/26.  Since he has not provided the verification, the benefit cannot be reopened but he still has until 08/01/26 to do so.  Application status should not be removed unless verification is provided by the closure date because it can be reopened at that point.  If he doesn’t provide it by the closure date, the new application will be needed.
