The Continuous Evaluation (CE) process will help identify changes in household circumstances that must be reported. It gathers information from verified data sources that households are required to keep current, such as income, household members, and other reportable factors. When the system detects a change in these data points, it generates indicators that alert to a potential update in the case.
These indicators are created through an automated review of incoming data. When a change is identified, the system compares it to what the household has reported. If there is a discrepancy or new information, the system triggers an indicator and automatically sends an ADM92 requesting verification.
Each indicator will correspond to a specific action. Many of these actions will be handled automatically through our existing workflows. However, some situations will still require review and eligibility determination by a worker – for example, when clarification is needed or when the information conflicts with what is on file.
Indicators to Trigger Action
Simplified reporters are not required to report all changes, but there are certain reporting and verification requirements when information is unclear, inconsistent, or questionable.
For simplified reporter cases, the indicators are:
- Gross earned income over the income standards
- Work hours under minimum (20 hours /week or 80 hours/month)
- Death
- Incarceration over 30 days
- Change in address outside of Oklahoma
Change reporters must report and verify all changes.
For change reporter cases, the indicators are:
- Change in gross earned income of +- $125 per month
- Change in gross unearned income of +- $125 per month
- Work hours under minimum (20 hours /week or 80 hours/month)
- Change of employer
- New employer
- Terminated income
- Death
- Incarceration over 30 days
- Change in address in Oklahoma
- Change in address to a different state
Automated Case Note and ADM92
Along with generating the automatic ADM92, the system will trigger an automated case note to FACS. The case note will state it is part of the Continuous Evaluation Project, what indicator has been triggered, and advise a review of the ADM92 in OnBase.
Example of Case Note: “Continuous Evaluation Project: See ADM92 in OnBase. Indicator that household exceeds income standards” or “Continuous Evaluation Project: See ADM92 in OnBase. Indicator that a household member is possibly deceased”
The automated ADM92 will be issued to the household member to request verification specific to any indicators received. There may also be multiple ADM92’s issued if more than one household member has an indicator.
Example of ADM92 Request: “Earned Income: For June 2026” or “Person living in your home: We’ve received information that there has been a change in your household, possibly due to death or incarceration. Provide proof of current household members.”
What Happens Next
If requested verification is not provided by the household:
- The case will automatically be closed after the ADM92 due date has expired. On cases with more than one household member, the person with a death or incarceration indicator will be removed.
- An automated case note will be entered in FACS to state why the case was closed.
- “Continuous Evaluation Project: Failed to provide requested verification. Closed next effective date.” OR
- “Continuous Evaluation Project: Failed to provide verification. Household member removed from case.”
- A closure notice will go out as usual based on the action.
- No action is required by the eligibility worker.
If requested verification is provided by the household:
- A task will be created in Current for review and eligibility determination by a worker.
- The worker will need to review case notes and ADM92 to determine what information was requested, what information was provided, and the best course of action.
- If sufficient information is provided to verify the situation, eligibility should be re-determined based on that information.
- If the information provided is not sufficient to verify the situation, the case should be closed for the next effective date.
- When an action is needed by the eligibility worker, it must be completed immediately to avoid any payment errors.
- Case Notes must be updated to explain the action taken.
If the indicator is Work Hours Under Minimum:
- A task will be created in Current for review and eligibility determination by a worker.
- The worker will determine if the individual has available “K” months
- If K months are available, update coding to indicate they are no longer meeting the work rule
- If K months are not available, the case should be closed or the person removed from the case for the next effective date.
- Case Notes must be updated to explain the action taken.
Note: In a situation in which the individual is no longer eligible, but other household members remain eligible after re-determination (such as death or incarceration), that person should be removed from the benefit, and a new payee determined.

| Indicator | What Staff Will See | What the Household Receives | What Happens Next |
| Gross income appears above the limit | A case note stating that new information shows income may be over the gross limit. | ADM92 requesting income verification for the prior month. | If verification is received, determine continued eligibility based on new income or information. |
| Earned income change of ± $125 | A case note stating there is a significant change in earned income. | ADM92 requesting verification of earned income for the prior month.
|
If verification is received, determine continued eligibility based on new income or information. |
| Unearned income change of ± $125 | A case note stating there is a significant change in unearned income.
|
ADM92 requesting verification of unearned income for the prior month.
|
If verification is received, determine continued eligibility based on new income or information. |
| Change of employer | A case note stating the household appears to have a new employer.
|
ADM92 requesting verification of earned income for the prior month. | If verification is received, determine continued eligibility based on new income or information. |
| New employer identified | A case note stating a new employer has been reported.
|
ADM92 requesting verification of earned income for the prior month. | If verification is received, determine continued eligibility based on new income or information. |
| Work hours below ABAWD minimum | A case note stating that work hours appear to be below the ABAWD requirement. | ADM92 requesting verification of work hours for the prior month. | Review of work hours required. If verification is not received or not meeting work rules, the person should be updated to K months (if available) or removed from benefits. |
| Address change | A case note stating that new information suggests the household has a new address and may have moved. | ADM92 requesting proof of current address, shelter/utility costs, household members, and food prep arrangements. | If verification of new address in Oklahoma is received, it must be updated immediately. If shelter costs are not verified, they cannot be added to the case. |
| Possible move out of Oklahoma | A case note stating that new information suggests the household may no longer live in Oklahoma. | ADM92 requesting proof of Oklahoma residency or new address out of state. | If verification of Oklahoma residency is received, update the address (if needed) and shelter costs (if verified). If verification of Oklahoma residency has not been received or household confirms move out of state, the case should be closed. |
