TANF: ELIGIBILITY – TANF Degree of Relationship

Specified Degree of Relationship

In order to receive TANF, the child in the home must be related to the applicant within five degrees. Appendix I-7 (08AX028E) shows a Family Tree with degrees of kinship according to the law. Relationship may be based on blood, adoption or marriage (even if the marriage is terminated by death or divorce).

Verification of Relationship

An applicant does not need to provide verification unless information is questionable or inconsistent with known facts or observations. A father may sign a paternity affidavit if he is not on the birth certificate.

Examples of Degree of Relationship (See Appendix I-7)

  1. A great-aunt of a child is the 4th degree of relationship.
  2. A first cousin once removed is the 5th degree of relationship.

Note: When a cousin is “removed,” that means that they are in a different generation. Your first cousin’s children are your first cousins once removed. Your first cousin’s grandchildren are your first cousins twice removed.

  1. A second cousin is the 6th degree of relationship (and is not eligible).

Note: A second cousin means that you have different grandparents, but have at least one common great-grandparent. Your parents are first cousins. They had the same grandparents.
