Aged, Blind, Disabled (ABD): UpdatedCitizenship – Ways to Help Clients Obtain Proof of Citizenship

At time of application:

  • Try to get a working phone number from the client.
    • If match with OSDH doesn’t work, review BEN and SDX for verification. If unable to verify those screens, call the client to get accurate information.
    • If you are updating information previously entered, or if you updating information after you have entered a “waiver code,” be sure to click on the “Resend to OSDH” button. Information can be resent to OSDH up to five times to attempt a match but be sure to click on the “Resend to OSDH” button to re-send information.
  • Enter the birth certificate information in the appropriate fields after clicking on the Citizen/Alien Data button in the Household tab of FACS.
    • This information, especially mother’s maiden name, must be accurate for the match with OSDH to occur.
  • Make sure the client understands that eligibility will end if citizenship verification isn’t received.
  • Check previous case records including history files for birth certificates.
  • Check the “citizenship closures – SO” ALLDATA query each week to see which clients still need to provide proof of citizenship. Once the W3 code is showing, attempt a phone call or send an ADM-92 as a reminder that proof of citizenship is still needed.
  • If eligibility is moved to another case number, remember to check the CTZ screen on the former case to see if citizenship was verified. If it was, code “Other” in the “How was citizenship verified?” field on the Citizenship/Alien button in FACS and document in case notes how citizenship was verified on the former case.

Remember to check OnBase for receipt of documents that may have been received.
