TANF: Primary and Secondary Cases (Companion Coding)

The Primary case us the case which has the SNAP benefits included. All income from other cases must be established first and pushed into this case to establish the benefit amount. The primary case must be done last.

The secondary case is the case that had any other program benefits (income) such as ABD or TANF, that needs to be included to determine the SNAP benefit amount. The Secondary case or cases must be completed first and then pushed into the Primary case.

How to Code Secondary Case in FACS

On the Case Info Tab – Companion Cases

  • Case Number (A49) – Enter the number of the Primary Case
  • Select Indicator (A51):
    • B – Both Financial Assistance and SNAP Companion case – ONLY if this household contains individual and spouse who both receive SSP
    • F – SNAP Companion case – if this is only a SNAP companion case.
  • Case Number (A54, A59,A64) – Enter case number of any other Secondary Cases
  • Indicator (A56,A61,A66)
    • F – SNAP Companion case

Household Tab

  • Benefit – Food Benefits
  • Status – Receives Food Stamps in Companion Case
  • Reason – Leave Blank. No reason is needed
  • Effective Date – Enter either the date Primary case is being certified or the next effective date.

Note: Be sure to code all Secondary case(s) first.

How to Code Primary Case in FACS

On the Case Info Tab of Primary Case – Companion Cases

  • Case Number (A49) – Enter the number of the Secondary Case
  • Indicator (A51):
    • B – Both financial Assistance and SNAP Companion case – ONLY if this household contains individual and spouse who both receive SSP
    • F – SNAP Companion case – If this is only a SNAP companion case.
  • Case Number (A54, A59, A64) – Case Number of any other Secondary Cases
  • Indicator (A56, A61,A66):
    • F – SNAP Companion Case

Household Tab of Primary Case

  • Benefit = Food Benefits
  • Status = Added to the Benefit
  • Reason – Leave blank. No reason is needed
  • Effective Date = Enter either the date Primary case is being certified or the next effective date.

For all household members who DO receive SSP or TANF on a secondary case, it is not necessary to list these persons on the primary case. However, if they are already listed on the primary case make sure they are removed from all benefits.

On the Household Tab of Primary Case

  • Benefit = Food Benefits
  • Status = Removed from Benefit
  • Reason = Transferred to another type of Assistance, SSP or TANF
  • Effective Date = Enter either the date Primary case is certified or the next effective date.
