Programs: UpdatedMoving SNAP to ABD Case

These instructions apply when an individual is the payee on both a SNAP case and an Aged, Blind, or Disabled (ABD) medical case. This commonly occurs when a person initially receives SNAP and later applies for disability and medical benefits.

Moving SNAP benefits to the ABD medical case helps avoid duplicate and unnecessary reviews for the same individual.

Is a New Application Required?

  • Yes, a new application is needed to move SNAP to an A, B or D case.
  • SSP/Medical applications can be used to certify SNAP benefits as long as the appropriate eligibility determination process is followed and the reason is documented well in case notes.

SNAP Case Closure

The original SNAP case must be closed by using the appropriate reason code:

  • 23A – Needs transferred to SSP (Aged category)
  • 23B – Needs transferred to SSP (Blind category)
  • 23D – Needs transferred to SSP (Disabled category)

Select the code that matches the individual’s categorical relationship.  If the code is not available use Reason 22 and document in case notes the closure action and reference the new case number.

SNAP Certification on the ABD Case

When moving SNAP to the ABD medical case:

  • Put the SNAP section in application status; Use the new SSP/Medical application date.
  • Deny the initial month of application using 23A, 23B, or 23D.
  • Put the case back in app status using the new SSP/Medical app date.
  • Certify the SNAP benefits with the certification date as the 1st of the next effective month after SNAP closure.
  • Certify SNAP using Reason Code 27-No Break in Service.

Client Notification (Required)

Staff must notify the client that:

  • Their SNAP benefits have been moved to the ABD medical case, and

A new SNAP EBT card must be ordered for the ABD case.
