A SNAP benefit can only be reopened if it is in closed status and only under specific conditions.  Before entering a “Reopen” action, the case must be confirmed as closed in the Section Detail Status block on the EC screen in IMS.  (You may also need to look at the history of the case using “ECHL”.)

When can a SNAP case be reopened?

The SNAP benefit may be reopened following closure using current eligibility information when:

• Policy and procedure were not administered correctly.This is effective the first day of the closure month. This does not include a 36A closure.
• 36S Closure – The household failed to complete the mid-certification renewal (MCR) timely but provides all required verification by the first day of the month of closure.Reopen date is the 1^st day of the closure month.
• 36S Closure – The household failed to complete the MCR timely but provides all required verification by the last day of the month of closure.Reopen date is the date the client submitted all required verification to complete the MCR.  This is a prorated date.
• Closure for 45 – “Failed or Refused to Provide Necessary Verification Within Time Allowance” but household provided all requested verification before the closure effective date.  Reopen date is the same day as the closure.  (This is NOT for denials, only closures.)

What do you do to complete an MCR that is not closed?

If you are completing an MCR for the following month and the case is still in issuing status, the action will be a “Change” and you will update the Action and Date under “Benefit Reporting Process”.

Can an S/EO be reopened?

No.  An S/EO is a one- or two-month certification.  It cannot be reopened.  A new application is not needed if verification is received within 60 days of the application date but there must be a new certification action completed.
