Staggered Issuance Dates and the History Behind the Change
Beginning April 1, 2011, SNAP food benefits were adjusted to issue on three designated days, the 1st, 5th, or 10th of each month. This decision was made at the request of the Oklahoma Grocer’s Association (OGA), who has a membership of more than 2,000 smaller retail supermarkets and grocery stores. The request was made because a single issuance date does not allow smaller retailers to adequately stock their shelves with nutritious foods including fresh fruits and vegetables.
The issuance dates follow these standards:
- Case numbers ending in 0-3 will issue on the 1st day of the month.
- Case numbers ending in 4-6 will issue on the 5th day of the month.
- Case numbers ending in 7-9 will issue on the 10th day of the month.
Exceptions to the staggered issuance process include:
- Food benefits issue immediately for the first month of certification when the household is eligible for expedited or EO benefits (C3=1 or S and C4=EO), or the “regular issue date” has already occurred.
- Food benefits issue at the “regular issue date” for the first month of certification when the household is not eligible for expedited food benefits and the “regular issue date” is a future date.
- Food benefits issue at midnight when the household is certified for a retro month (certification date is a prior month).
- Replacement (FSRP) benefits issue immediately.
- Supplement (FSSR) food benefits are issued at midnight.
