All of these programs receive state or federal funds that are separate from DHS subsidy payments. DHS does not pay for the times that children attend these programs. The only time subsidy is ever approved is when the child is cared for at the site before and/or after the regular EHS, HS, or Pre-K hours.

The STARS Program promotes higher quality care for children and also allows for higher compensation level for providers who meet additional criteria.

Special exception criteria are as follows: the child was already approved for care at this one star center prior to January 1, 2003 or prior to the provider’s star status being reduced to one star; the care is requested for a child living in the same home as a child already approved for care; or the parent/guardian demonstrates there is no other child care option that meets the family’s needs.
