The Supported Permanency Program was designed to promote permanency for a child(ren) who is in DHS custody and placed with a relative residing in Oklahoma. No biological or adoptive parent can be in the home.
For a child to be eligible, a referral on Form 04PP006E (DCFS-77) must be sent to the TANF Programs Unit by the Child Welfare worker. If the TANF Programs Unit approves the referral, the referral is then sent to the appropriate OKDHS office to be assigned to a TANF worker. The TANF worker will contact the relatives within five-business days of receiving Form 04PP006E (DCFS-77) to set up an interview. The application date will be the date legal responsibility is awarded as per the referral.
The TANF application is processed the same as any other child only case with few exceptions.
- The child(ren) must still be related to the relatives within the 5th degree of relationship.
- The child(ren) is still eligible for medical services and zero copay on child care if there is a need.
- SNAP benefits will depend on the eligibility of the entire household.
- Program Violations for school attendance and immunization can be applied to the case when appropriate.
- The TANF grant for Supported Permanency is a higher rate than a normal child only case and varies depending on the age of the child(ren).
- Children who are approved for Supported Permanency are not eligible for Support Services.
For coding – each child is added to Supported Permanency on the Household page in FACS. All other coding will be the same as any other child only case. On IMS the Supported Permanency will be represented as “CK”.
As the child(ren) age the worker will need to make changes to the case. After the child(ren) turn 6 or 13 years old a change must be made to recalculate the benefits amounts. Payees are encouraged to contact the agency at those times. An F17K can be used for any supplements needed.
If the child(ren) leaves the home to reside else where the TANF Supported Permanency case must be closed. If the child(ren) returns to the relative’s home they may still be eligible for regular child only TANF benefits only.
NOTE: Once the case closes, the child will not be eligible for the Supported Permanency Program ever again.
