FACS: UpdatedHow to Code Resources (Liquid)

The following are instructions, examples, and screenshots regarding coding liquid resources. The Resource Tab is located in the Interview Notebook in FACS.

The PS-2 blocks for coding liquid resources are the Resource Type (F111, F115, F119, F123, and F127) and Countable Amount (Amt) (F110, F114, F118, F122, F126).

Liquid Resource Type: The choices for liquid resource tab are as follows:

  • Cash / DHS issued debit card account balance
  • Certificate of Deposit
  • Checking
  • Land
  • Life Insurance
  • Livestock / Animals
  • Mineral Rights
  • Other
  • Prepaid burial policy
  • Property other than home
  • Retirement
  • Savings
  • Stocks / Bonds
  • Trust Funds

Resource information entered in the NON-PS2 blocks must also be entered into the PS-2 Blocks in FACS. The choices for Resource Type are as follows:

  • Automobile
  • Estate Recovery Inclusion only (Personal Property, Jewelry, Paintings
  • Exempt Burial Funds (Including those made Irrevocable)
  • Exempt Trust
  • Farm Equipment
  • Insurance (Include Burial Policies and Show “0” as Value)
  • Life Estate (Not Home Property)
  • Livestock
  • Mineral Rights
  • None
  • Other Countable Resources
  • Prepaid Burial Plans
  • Real Property
  • Restricted Indian Property
  • Savings which include Cash, Bank Accounts, Bonds, Stocks, Etc.)
  • Small Business Equipment

Checking / Savings Accounts

During his interview for medical benefits, Willie Jennings declares that he has resources (1 checking account and 1 savings account located at First Bank of Indio). The balances are as follows:

  • Checking Account ($770)
  • Savings Account 1 ($400)

On the Resource Tab in Interview Notebook:

  • Person Name – Select Person in household who has the resource.
  • Does anyone have any liquid resources or assets? – Click YES
  • Liquid Resource Type: Checking
  • Balance: $770
  • Where Located: First Bank of Indio
  • Account Number: Enter Account Number

To add another account, click liquid resource type, hit insert for additional line.

  • Liquid Resource Type: Savings
  • Balance: $400
  • Where Located: First Bank of Indio
  • Account Number: Enter Account Number

Enter information in the PS-2 Blocks in FACS.

  • Resource Types: Savings Which Include Cash, Bank Accounts, Bonds, Stocks, etc.)
  • Countable Amount: In this example, ($770 +$400) = $1,170.

Resource Tab
For a resident trust (accounts for petty cash for nursing home residents) code it as a savings account (name of nursing home) and explain in case notes that the money is with the nursing home). If the expense fund is in another bank account, code it the same as you would with any other account.

Life Insurance Policy

During his interview for medical benefits, Willie Jennings declares that he has an $8,000 irrevocable burial policy and a $500 face value / $850 cash value life insurance policy which is not part of the burial. $850 is a countable resource.

  • Person Name – Select Person in household who has the resource.
  • Does anyone have any liquid resources or assets? – Click YES
  • Liquid Resource Type: Life Insurance
  • Balance: $8000
  • Where Located: Life Insurance Company
  • Account Number: Enter Account Number

  • Liquid Resource Type: Life Insurance
  • Balance: Cash Value, $850
  • Where Located: Life Insurance Company
  • Account Number: Enter Account Number

Enter information in the PS-2 Blocks in FACS.

  • Resource Type: Exempt Burial Funds (Including those made Irrevocable)
  • Countable Amount $8,000
  • Resource Type: Insurance (Include Burial Policies and show “0” as Value”
  • Countable Amount $850

Resource Tab

Vehicles

During his interview for medical benefits, Willie Jennings declares that he has 2 vehicles. A Corvette, worth $24,000, and a Ford Escape, worth $5,000.

  • Person Name – Select Person in household who has the resource.
  • Does anyone own any vehicles or other non-liquid assets? – Click YES
  • Vehicle Type: Enter most appropriate type
  • Year/Make/Model: Enter Year of Vehicle, Make, and Model
  • Est Value: “Avg. Trade in Value” according to NADA
  • Amt Owed: Enter remainder of balance of loan, if applicable.
  • Mnthly Payment: Enter amount of monthly payment, if applicable.

Enter information in the PS-2 Blocks in FACS.

  • Resource Type: Automobile
  • Countable Amount: In this example 1 vehicle is considered exempt, if it is used for the transportation of the client or a member of the individual’s household, $24,000. The value of other vehicles is considered countable resources $5000.

Mineral Rights

During his interview for medical benefits, Willie Jennings declares that he has mineral rights in the amount of $850. The property in which the mineral rights exist is located in Indio County.

  • Person Name – Select Person in household who has the resource.
  • Does anyone have any liquid resources or assets? – Click YES
  • Liquid Resource Type – Mineral Rights
  • Balance: Value of Mineral Rights
  • Where Located: County of Location
  • Resource Type: Use Other Countable Resources Not Described Above) For Mineral Rights use other as the resource type.
  • Countable Amount – Enter Value of Mineral Rights
