IMS: ABAWD: ABWO Update Out-of-State SNAP Benefit

The ABWO transaction is used to enter information about a countable ABAWD’s receipt of SNAP benefits from states other than Oklahoma. The months of receipt and ABAWD status entered will update the ABWI screen.

To access the ABWO transaction:

  1. Login to IMS
  2. Clear the screen
  3. Enter ABWO SSN

You can also access the ABWO transaction from the ABWI screen. Enter ABWO at the bottom of the ABWI screen and press enter.

Input date as follows:

Month: MM

Year: CCYY

State: Two-digit abbreviation

ABAWD Status Code: One-digit code denoting the client’s status when benefits were received as it would have been coded in PS2 Block F172 in Oklahoma. The code should either be a ‘K’ or ‘Y’ depending on when the ABAWD clock started in Oklahoma.

Any corrections or deletions can be made using the ABWU transaction.

Example:

“Ms. Smith applies for SNAP in Oklahoma on 09/25/17. The worker checks the system and Ms. Smith has never received SNAP from Oklahoma. During the interview, the worker finds out that Ms. Smith moved to Oklahoma in August 2017 from Texas. After discussing eligibility, it is determined that Ms. Smith is a required work registrant and eligible to receive her three countable ABAWD months as she does not meet the work rule or an exemption. The worker verifies with Texas that Ms. Smith received countable ABAWD months in July, August, and September 2017. SNAP has been closed for October in Texas. As Ms. Smith has never received SNAP in Oklahoma and is now eligible for her countable ABAWD months, K Months, her ABAWD clock in OK will start September 2017. After entering thorough case notes regarding the receipt of countable ABAWD months in another state, the worker will use the ABWO transaction to enter a K month for September and code TX as the state of receipt. The worker will then deny the 9/25/17 application on ’22-Needs included in another case’ and then certify the client for two full countable K months for October and November, making sure that the ABAWD and Work Registration tab in FACS are updated correctly. The ABWI screen will show K months for September, October, and November 2017.”
