LIHEAP / ECAP: LIHEAP Misconceptions

There are many misconceptions about the Energy Assistance program this article will cover some of the things that are not part of the Energy Assistance program.

The Energy Assistance program will not:

  • help with purchase or repair of appliances, except for cooling equipment listed under summer cooling, (including refrigerators), 340:20-1-20(f)
  • pay an ongoing monthly benefit (Eligible households can only receive one benefit per program component per federal fiscal year.) Please reference Utility Provider Assistance Programs. 340:20-1-14.(6)(B)
  • provide funds to households for weatherization. (Some of the LIHEAP funds are given to the Oklahoma Department of Commerce for their weatherization program, but OKDHS does not administer the weatherization program.) 340:20-1-3(b)(4)
  • issue benefits to a household multiple times within a year without applying (Some households are preauthorized for one Energy Assistance benefit, summer cooling or winter heating, in a federal fiscal year.) 340:20-1-14(1)
  • pay for utility line repairs, installation of new lines, install a utility pole or meter, 340:20-1-10(a)
  • pay for a security deposit (unless it is for the energy crisis assistance program or the life-threatening program), 340:20-1-17(g)(1)
  • pay carryover debt from a previous address, 340:20-1-17(g)(1)
  • pay for service, repair, installation for central heat and air units or ceiling fans, 340:20-1-10(a)
  • pay for leak detection, 340:20-1-10(a)
  • pay for installation, repair, or maintenance of solar panels, , 340:20-1-10(a)
  • pay a business or commercial utility account, , 340:20-1-10(a)
  • pay utility accounts for long term care facilities, group homes, dormitories, assist living, etcetera, 340:20-1-10(f)(1)
  • pay utilities that is a community meter or community fuel sources such as apartments, mobile homes, or duplexes that all share one meter, propane tank or fuel source, 340:20-1-10(a)
  • pay or reimburse for road repair, 340:20-1-10(a)
  • pay or reimburse for tank installation or tank inspection. 340:20-1-17(g)(3)
