Programs: UpdatedABAWD at Mid-Certification Renewal

Mid-Certification Renewal (MCR): The review that occurs in the middle of the certification period for benefits to continue.  An MCR is not an application, it is a review of any changes that have taken place since the certification.

ABAWD at MCR:

The eligibility worker only re-evaluates ABAWD status of household members at the mid-certification renewal when Work Registration was Registered and ABAWD Work Requirement is W or M at certification.

W = Initial ABAWD Meeting Work Rule

M = Regained Eligibility (maintaining a total of 20 hours per week working)

Do NOT re-evaluate for ABAWD or change ABAWD coding in the following situations – even if the household reports an exemption has been lost:

  1. A household member is coded as Work Registration Exempt (for a reason other than age).
  2. A household member is coded as Work Registration Exempt due to age AND ABAWD Exempt for any reason.
  3. A household member is coded for Work Registration as Registered AND ABAWD Exempt.

If a household member was Receiving “W” Months at Certification:

If it is determined a household member is no longer meeting the ABAWD work requirement at the time of MCR, check ABWI to determine whether the individual has received any countable K months.

  • If eligible for K months, update the coding accordingly.
  • If not eligible for K months:
    • Code the individual as S/O or Income/Resources are considered for benefit computation / Individual not included if there are other household members.
    • Close the case using reason code “ABAWD Without Work History -80” if the individual is the only household member.

If the household member was Receiving “M” Months at Certification:

If it is determined the household member is no longer meeting the ABAWD work requirement at the time of MCR:

  • Code the individual as S/O or Income/Resources are considered for benefit computation / Individual not included if there are other household members.
  • Close the case using reason code “ABAWD Without Work History -80” if the individual is the only household member.

If the SNAP benefits have closed on “36S” and the household submits the renewal and/or provides all required verification during the reopen period, but the household is no longer eligible for benefits due to ABAWD, the SNAP benefits must remain closed.  The “36S” closure code is not changed, and no further action is taken in the system.  A denial action is never appropriate because an MCR is not an application and the case is already in a closed status.

However, the closure reason must be explained to the household.  To do this, the eligibility worker must issue a manual closure notice (ABCDMS-37 Client Notice of Action) for the correct reason.
