TANF: UpdatedVouchers / Flex Funds & Supportive Service Funds

Flex Funds for TANF Work

The intent of Flexible Funds is to provide TANF Work participants with necessary support services to accomplish their employment goals.

To be eligible for Flexible Funds, the case must be certified, and the Required Registrant must be ready to participate in an approved component for the minimum required hours, already participating in a TANF Work component, have a guaranteed offer of employment, or be employed.

Flexible Funds are not an entitlement and are not guaranteed. The TANF Family Coach or designated staff has final authority to determine authorization and amounts. Flex Funds cannot be used to reimburse expenses already paid by or for the participant or for ongoing maintenance.

The maximum authorization is $750 per object code. Amounts over $750 require Deputy Director or designee approval. Payment is allowed only after services are rendered.

Traffic Tickets, Fines, and Fees

Flex Funds may be used to pay minor traffic tickets, fines, and fees when they affect a family’s stability or ability to maintain or obtain employment, training, or education. Payments over $500 require Deputy Director or designee approval. Flex Funds cannot be used for costs related to a criminal offense.

Dental Services

Dental services may be approved for up to $2,500 without Deputy Director or designee approval.

Please refer to Appendix H-4 for a complete list of Flexible Fund Services and Object Codes and 340:10-2-8 Temporary Assistance for Needy Families Work Support Services for complete policy.

Supportive Service Funds

Supportive Service Funds are intended to promote family stability and assist in preventing Child Welfare involvement. Supportive Service Funds may be provided to families receiving TANF when funds are not available through other sources. Before authorizing a voucher, the worker must explore all other available resources. Payment is allowed only after the authorized service has been rendered. Supportive Service Funds may not be used for costs related to criminal offenses.

For a full list of object codes and amounts, see Appendix H-4-A. Refer to 340:10-18-1 Conditions of Eligibility for complete policy.
