Aged, Blind, Disabled (ABD): How to Code SSP Cases With Guardians or Representatives

Coding used to certify a case when there is a guardian or representative on a SSP case:

  1. For medical benefits, the name of a guardian or representative is put in the “Guardian, Substitute Payee, Conservator, Authorized Representative, Other” block and that name is sent to OHCA; OHCA will then speak to this person on the payee’s behalf. This does not work for the debit card/direct deposit.SSP Case - Name = Sally Smith, Indicator = Legal Guardian
  2. IMS is programmed to send only the name of the “Payee” to the debit card/direct deposit vendor. If the Eligible Individual, whether child or adult, has a Guardian or Power of Attorney (POA), the Guardian or POA is put on the case as the payee. The case would be coded like this.
    The Eligible Individual is coded as “Applicant or Recipient W/Guardian”. All other coding is the same as any other ABD-related case.SSP Case - Rel to Payee is coded "Applicant or Recipient w/Guadian"
  3. For the Guardian or POA, s/he will be coded as “Applicant, Recipient Payee or Head of Household”. In the benefit blocks, this person’s status will be “Income/Resources Are Not Considered-Individual Not Included” for the SSP and Medical.SSP Case - the Guardian or POA is coded as “Applicant, Recipient Payee or Head of Household"
