TANF: Household Composition and Expectant Parent

  • Policy has been amended beginning November 1, 2023, an applicant who is pregnant and has no other children in the home can NOW receive TANF benefits.
  • The applicant must provide verification from a medical professional confirming the pregnancy and the estimated delivery date.
  • When there is a loss pregnancy, no other minor children in the home, and the recipient reports the date of loss, the recipient receives two good cause months.
  • The worker closes the TANF effective the third month following the loss and codes a good cause authorization in FACS, Auth. ET&E tab.
  • For example, when the client experiences the loss before the advance notice deadline per Appendix B-2, Deadlines for Case Actions, in June, the worker closes the TANF cash assistance for September 1.
  • When the loss occurs after the advance notice deadline, the worker closes the case October 1. This procedure allows the client to receive two additional months of TANF cash assistance. A pregnant TANF applicant who does not have any other children in the assistance unit qualifies as a one-person household until the child’s birth.
  • The worker adds the child to the assistance unit.  The applicant or recipient must be the primary caretaker of the child(ren) to be eligible due to the absence of the other parent.
  • Additional child application must be completed to add the child to the TANF case after the birth of the child.
  • Expectant mom will be Adult only case see schedule IX-TANF Adult only and adults and children included in the assistant payment for 1. Deprivation of parental support or care does not apply before the child’s birth; however, will need to be determined before adding a child to the case.
  • Child Support Services (CSS) does not require a person to cooperate until after the birth of a child.
