Aged, Blind, Disabled (ABD): How to Code SSI Income to Count Correctly for SNAP and SSP

When you have an SSI recipient receiving both SNAP and the SSP benefit on the same case, sometimes you must adjust so the income will count correctly for both programs.

For SSP, the case should reflect the income showing on the SDX screen in IMS. For SNAP, the case must reflect the current income being received.

 

Example: When SDX is counting less income than SNAP needs to count:

In this example we have Betty Blue who is receiving SSI income. She recently started a new job and has provided her income verification. She is earning $650 monthly. Betty’s SDX does not reflect the earned income and is only showing the $967 of SSI income. For ABD benefits we must count the income shown on the SDX and for SNAP we must count her current income being received.

In FACS we will show the earned income of $650 in the countable earned (PS2) box, then we will also code the $650 in the Diverted Income box. (SNAP will ignore the Diverted Income box). We will also code the SSI to $967 as shown on the current SDX screen.

 Changes Reported on the SDX through a G1DX

 Once Social Security starts counting the earned income, the SSI amount will change. This will trigger a G1DX report since the SSI amount will be different than is counted on our case. At this time, we will update the case to keep the correct amounts to count for both the SSP and SNAP.

The update in FACS should look like this:

The income earned remains the same, we updated the diverted box to be the difference in our countable earned and the earned shown on the SDX. $650-$283 = $367.

We also update the SSI amount to the amount shown on the current SDX.

Example: When SDX is counting more income than SNAP needs to count:

 Several months later Betty called to report she is no longer working. We verified terminated income and need to update the benefits. The SDX is still showing $684 SSI and the earned income of $283. Since we have verified Betty no longer has earnings of $283, we will need to make the correct changes for SNAP to count correctly.

The updated FACS tab will now look like this:

We will need to remove the earned income as well as remove the diverted income from FACS. We need to copy and paste the SDX in case notes along with case notes which include noting the verification of the terminated income. Explain in case notes SNAP will count less income than is counted on the SDX therefore only the income counted for SNAP will be reflected in the income tab. A G1DX will be received when the SSI updates back to the full amount.
