IMS: Social Security Number (SSN) Enumeration (ENU)

How ENU Works

  1. ENU provides the Social Security Administration (SSA) a listing of all OKDHS persons who are added to any kind of FSSD benefit or anyone whose income and resources are included in the benefit calculation (Benefit Status (F25) is equal “A” or “O”).
    • The program does not send OKDHS persons where:
      • The Social Security Number (F41) has already been verified as reflected in SSN Validity field (F42 equal to “Verified” (“Y”));
      • or adoption has taken place (Custody Status (F130) is “Designated IV-E Foster Care or IV-E Adoption Subsidy” (Code 14) or “Non IV-E Foster Care or Non IV-E Adoption Subsidy” (Code 44).”
  2. The ENU transaction sends demographic and/or the client’s SSN information to SSA. There are 3 different types of responses returned to ENU from SSA:
    • Demographics and SSN Verified (F42=Y).
    • Demographics cannot be matched.
    • Demographics appear to match a SSN provided by SSA (F42=U).

What To Do When You Receive an ENU Discrepancy Message

  1. Remember “discrepancy” doesn’t mean “wrong.” It means the data sources (SSA Records and OKDHS Records) don’t agree. If the SSN does not match what is in PS2, do the following:
    • Check all Data Exchange screens, e.g. PY, BEN, BIL, SDX, TPQ and DXV. Perhaps we have the number from a different SSA source. But PS2 does not have the SSN recorded correctly;
    • Ask to see the individual’s Social Security card to assure that the SSN and demographics (name, date of birth and gender) match what is on PS2;
    • If an error was made on PS2, correct your records. The ENU will resubmit only the corrected SSN and related data to SSA in order to acquire a match; or
    • If the SSN card and PS2 match, ask the individual to go to the nearest Social Security Field Office to rectify the discrepancy. He or she must take at least 1 form of identification with them (preferably one should be a picture ID) and the Social Security card they are currently using, if they have it.

ENU messages can be viewed in two locations:

  • PY screen (enter PY SSN or PY case# person code); or
  • G3 screen

For the Complete message type ENU besides the ENU line. There are 12 possible messages that could be posted by SSA replies. (Please note: If the demographic discrepancy with SSA is Date of Birth (DOB), the ENU flags the field, and the next time you update the DOB, ENU will send the information to SSA again for possible verification of the SSN.)

  • SSA Found no such person on file by name, DOB, gender, or possible SSN. Are the demographics correct for this person.

Gender Discrepancy

  • SSA did not find a number or match due to gender discrepancy. SSA did match on the name and DOB.

DOB Discrepancy
– SSA did not find a number or match due to DOB discrepancy. SSA did match on the name and gender. Is the date of birth correct? The SSN for this person may or may not be correct. Unable to verify

Gender and DOB Discrepancy

  • SSA did not find a number or match due to gender and DOB discrepancy. SSA did match on the name. Is the gender and date of birth correct? The SSN for this person may or may not be correct. Unable to verify.
ENU05
Name Discrepancy

  • SSA did not find a number or match due to name discrepancy. SSA did match because name is not on file. Is this person’s name on the PS2 as it is on the social security card? The SSN for this person may or may not be correct. Unable to verify.

Sent SSN not verified, SSA found different using name and DOB

  • Duplicate SSN found. PY shows SSN discrepancy between two persons and displays the persons. The SSN for the other person has already been verified by SSA. Please verify the SSN for this person. Update SSN field (F41) for this person will cause the updated SSN to be sent again to SSA for verification.

SSA found a different SSN using name

  • SSA did not verify the number for this person. SSA found a different number using the name. The system has updated the SSA number in F41 and is sending again attempting to gain verification.

  • SSA matched the name with more than one possible SSN. We are unable to determine which number to display, therefore, the display below is blank. Numbers matched are displayed below. Verify correct SSN.
