Initial ABAWD Not Meeting Work Rule (countable) Use this code when a person is first eligible, using the 1st three “free” months
W
Initial ABAWD Meeting Work Rule (not countable) Use this code when a person is meeting work requirements, which is working, volunteering at a religious/community organization or a combination of working and volunteering for a total of 20 hours a week or 80 hours in a month at the time of certification, or later during eligibility period if employment began before the end of the last K month.
Y
Regained eligibility for three continuous months. Use this code when a person, is not currently meeting work requirement, but can verify that they have worked 80 hours in any 30 day period (after receiving the first 3 K or “free” months and SNAP benefits have expired, and is eligible to regain eligibility for an additional 3 consecutive months.
M
Regained eligibility – maintaining a total of 20 hours per week working, volunteering at a religious/community organization or a combination of working and volunteering. This code is used after a work history is regained and individual maintains an average of 20 hours per week employment. This code can be used before or after the receipt of Y months.
P
Partial month. This code is used when clients apply after the 1st of the month and meets requirements for Y or K months. You should certify using the appropriate coding and the computer will automatically code “P” for the partial month.

Exemptions are listed by their IMS code:

= Exempt due to age

= Certified physically or mentally unfit for employment or is destitute homeless
4
= Pregnant
C
= Living in a household with minor children
E
= Exempt Work Registration. The system automatically enters this code for anyone coded as exempt from work registration. This code replaces several old numerical exemption codes (3, 5, 6, 7, 8, & 9). You may still see these codes on the ABWI screen, but they have all been replaced with the “E” coding for current and future certifications. Refer to article SNAP: Work Registration Exemptions.

Effective Sept 1, 2023, exemptions below are added to possible ABAWD exemptions:

V
= Veterans
H
= Homeless Person
F
= Ex-Foster Care Individuals

NOTE: If the household applied on any other day than the first of the month and are going to receive K months; the first month of receipt is not counted as a K month. Remember when certifying the case to put 04 in the certification period block.

When certifying a case for K months, put 04 in the certification period block.
