Child Support screens are frequently used to review information and income when determining eligibility for AFS programs. Here are some valuable tips on what to look for on child support screens and how the information relates to different programs in AFS.
For all programs – applications and reviews:
- ACES scan or PY search on each adult and child whose income is considered in benefit to locate child support case.
- Review CSML screen to determine status of child support case and members of case.
- 01 and 04 status are not open but could be a Non-IV-D pass through case,
- 02 status is open,
- 06 and 08 status are open for enforcement of past due/arrearage and judgement payments, and
- 10 is open but currently uncollectable.
- Review CFRRPA screen to determine if child support payments:
- are being made and the amount of the monthly payment to determine deduction from earned income for: SNAP, Child Care and TANF benefits when not included in grant but income is considered; Will need to review OBL/OBLI screen to determine amount of court ordered child support; Were issued to TANF payee; and To decide if payments issued on KI1 screen are used for monthly income computation.
- Review KI1 screen to determine date, amount, and recipient of child support payments
- Follow each benefit requirements for income determination and coding on case: Child support received in application month but prior to TANF approval is considered as income on the certification but removed the next effective month, a supplement is completed when the change cannot be made effective the following month.
- Child Support issued to TANF client for a State Supplemental Payment (SSP) child is considered only on the SSP case and not TANF
- Child Support issued to TANF client because the payment is greater than monthly current support due is coded on adult if included in TANF benefits, under other income/contribution and coded on child if adult’s needs are not included.
For TANF program – reviews and reporting of new or increased income:
- Review CFRRPA screen for each child support case in 02 IV-D status
- Current child support exceeds TANF benefit; Close TANF benefits, Exclude one-time large payments as monthly available income
- Countable current child support income is totaled with all other unearned and earned income, after allowable deductions, exceeds TANF benefits; Close TANF benefits
