These cases are handled only at state office. If a county office should get a request to cover a medical bill for a DOC prisoner that application must go to State Office HR&MS. Please forward it to *AFS.HRMS AFS.HRMS@okdhs.org
If the applicant’s categorical relationship is aged (age 65 or over), the HR&MS worker assigned to handle all DOC applications will determine if all other factors of eligibility (citizenship, income, etc.)
When the applicant’s categorical relationship was blind or disability:
- If the applicant was in prison for less than 12 months, the individual can be considered as having categorical relationship and can be eligible for a medical benefit if all factors of eligibility are met.
- If the applicant was in prison for less than 12 months and the individual was denied SSI for income or resources, it is necessary to submit medical records and a Medical Social Summary to OKHCA- LOCEU to determine categorical relationship. If LOCEU decides the applicant has categorical relationship, the applicant can be eligible for a medical benefit if all factors of eligibility are met.
- If the applicant was in prison for more than 12 months, the individual must apply with Social Security to get a determination. The case is left in application status until Social Security makes a decision, the same as with any other H80 case.
Some Department of Corrections (DOC) prisoners who have been placed in acute care hospitals for treatment can apply for SoonerCare; 317:35-5-26.b and 317:35-6-45 This application is handled by HRMS in State Office.
- If applicant is 65 or older or has recently been determined disabled by the Social Security Admin. Within the previous 12 months, application may be processed.
- Applicants between the ages of 19 and 64 with no previous disability determination are handled by OHCA as they relate to the HAP population.
- Applicants must have a copy of birth certificate, tribal membership or verification of legal immigration over 5 years prior to date of service. If citizenship is not or cannot be verified, this requirement may be waived one time for 60 days.
- Applications with medical records including the specific admission requiring Medicaid approval are submitted to the HR&MS unit by a representative of DOC or by Lindsay Memorial Hospital.
- These applications are put in “Application Status” in IMS and Medical Social Summary submitted to OKHCA, LOCEU for disability decision as needed.
- The application is certified or denied based on the LOCEU decision.
- Applications are certified eligible for number of days of admission including date of admission and date of discharge (i.e. 4/11/16- 4/21/16=11 days).
- Upon certification or denial of application, notification is sent to DOC and OKHCA.
If the applicant has been released from prison, the application is processed by field staff.
