With the concept of “On demand” interviewing, the client may be reaching out to us after receiving the confirmation message screen at end of application or by text after completing the application process on OKDHSLIVE. However, in order to deny on FDENY59-failure to complete interview”, we must have sent an interview notice. When a SNAP interview notice has been sent, and the client failed to call in or go into an office for an interview, then application can be placed in FDENY status.
- Case cannot be placed in FDENY 59 without a manual interview notice being sent to client.
- Case cannot be placed in FDENY 59 status if client calls to reschedule interview until the new interview date has been missed by client.
You may encounter applications that are past the 30-day processing window and are considered delinquent. Below is how you would handle SNAP applications exceeding the 30-day processing window.
Action Required: In such cases, where the application has exceeded the 30-day limit without any client interview, the worker must proceed to deny the application if the above notice of interview requirements have been fulfilled. However, it’s important to note that the Fdeny transaction in our system won’t accept a ‘59’ code for applications beyond the 30-day mark, as this code typically triggers a Notice of Missing Interview (NOMI) for applications within the 30-day window.
Solution for Beyond 30-Day Applications
For applications that have surpassed the 30-day deadline:
- The worker must deny the application in the system using reason code ’59’ and outcome the activity in Current as ‘Denied/Closed’.
- Upon this action, the system will automatically issue a denial notice to the client.
- In this specific scenario, a NOMI will not be dispatched, since the application is already beyond the 30-day timeframe.
Examples to Illustrate the Process:
Example #1
Consider a household that applied on January 1, 2024. If you, as a worker, are assigned the case on January 15, 2024, and determine that an interview cannot be waived:
- Attempt to contact the client for an interview.
- If the client is unreachable, send a notice urging the household to complete an interview, either by calling in or visiting an office, and pend the case for 10 days.
- On January 26, 2024, without any interview conducted, a new worker gets a verification task in Current with a remark of pend past date. Worker must then place the case in FDENY 59. This action cues the system to send a NOMI, leading to an automatic case denial on the 30-day deadline without client action.
Example #2
Consider a household that applied on January 1, 2024. If you, as a worker, are assigned the case on January 21, 2024, and determine that can interview cannot be waived:
- Attempt to contact the client for an interview.
- If the client is unreachable, send a notice urging the household to complete an interview, either by calling in or visiting an office, and pend the case for 10 days.
On February 1, 2024, without any interview conducted, a new worker gets a verification task in Current with a remark of pend past due. This delinquent application is beyond the 30th day and cannot be placed in Fdeny 59. Instead, the worker must deny the application in the system using reason code ‘59’ and outcome the activity in Current as ‘Denied/Closed’.
