An S/EO is issued when a household is determined eligible for expedited services with postponed verification. The following steps are instructions on coding a SNAP certification after pending verification is returned to the office.
Example 1: Verification Returned Within 30 Days
Reba Yearwood applies for SNAP benefits on April 1, 2023. The application for SNAP is determined to be Expedited as her rent and utilities are more than her declared income from employment. An S/EO is issued for April pending receipt of income verification (copy of last 30 days pay stubs).
Reba provides copies of last 30 days pay stubs to her worker on April 3rd, 2023. $630.38 monthly income is determined from MICAL calculation.
- Update all FACS tabs as necessary to reflect any changes since initial interview. In this example the monthly earned income is updated after the MICAL calculation is completed as well as the wage indicator field.
On the Household Tab in Interview Notebook:
- Benefits – FOOD BENEFITS
- Status – ADDED TO BENEFIT SECTION
- Effective Date: Enter the next effective month: In this example, 05/01/2023
On the ABAWD tab in Interview Notebook, update Work Registration and ABAWD status and Registration Date fields for all household members.
On the SNAP tab in Eligibility Notebook:
- Section C – SNAP – Type Action Taken: CERTIFIED (1)
- Reason: RECERTIFICATION WITH NO BREAK IN ELIGIBILITY (27)
- App Date: Resend App Date.
- Cert. Date: Enter the 1st of the Next Month: In this example, 05/01/2023
- Cert. Period: Enter the appropriate cert period depending on the household’s ABAWD status. Cert period selections include 01 – 04. In this example, 03 is entered.
Example 2: Verification Returned Within 30 Days
Kenny Paisley applies for SNAP benefits on April 13, 2023. He declares that he received his last paycheck on April 5th, 2023. The worker was unable to contact the employer by telephone during the interview to confirm termination date and amount of terminated income for April. An S/EO is issued for April pending receipt of termination of employment verification as Kenny’s declared amount of terminated income for April is less than his rent and utility expenses.
On May 5th, Kenny provides verification that his employment terminated on April 3rd and that he received his last check on April 5th.
Follow the same procedure as shown in Example 1. Even though the verification was submitted in May, it was submitted within 30 days of the initial application date of April 13. The SNAP benefits will be re-certified back to May 1st, 2023 with no break in service.
Example 3: Verification Returned After 30 Days / Prior to 60 Days.
Ronnie Brooks applies for SNAP benefits on April 8, 2023. He declares that he received his last paycheck on April 5th, 2023. The worker was unable to contact the employer by telephone during the interview to confirm termination date and amount of terminated income for April. An S/EO is issued for April pending receipt of termination of employment verification as Ronnie’s declared amount of terminated income for June is less than his rent and utility expenses.
On May 25th, Ronnie provides verification that his employment terminated on April 1st and that he received his last check on April 3rd. Households are allowed 60 days from the date of an S/EO being issued to provide any pending verification without it requiring a new interview.
On the Household tab in Interview Notebook:
- Benefits – FOOD BENEFITS
- Status – ADDED TO BENEFIT SECTION
Effective Date: Enter the date postponed verification was provided: In this example, 05/25/2023
On the SNAP tab in Eligibility Notebook:
- Section C – SNAP – Type Action Taken: APPLICATION (A)
- Application Source: Resend Application Source
- App Date: As it is past the 30 days, change the SNAP application date to date in which the verification was returned. In this example, 05/25/2023.
- Clear Update on Worker Authority, if permission has been granted from your supervisor.
Update all FACS tabs as necessary to reflect any changes since initial interview. In this example the monthly earned income is removed after the initial S/EO. Other changes include, expenses, change in rent amount, new address etc. The computer will want you to update the shelter type in case information page and the ABAWD/work Registration of each household member to ensure this has been readdressed.
Update information on the Exp Tab in Interview Notebook to re-determine eligibility for expedited services.
**Update Date of Entitlement to Expedited Services to date in which the postponed verification was submitted if household is determined to be expedited eligible** In this example, the client is expedited eligible so enter 05/25/2023.
On the SNAP Tab in Eligibility Notebook:
- Section C – SNAP – Type Action Taken: CERTIFIED (1)
- Reason: Select Appropriate Response
- If household is determined expedited eligible select EMERGENCY SNAP BENEFITS (EO).
- If household is not determined expedited eligible select SNAP CERTIFICATION (08).
- Cert Date: Enter date in which postponed verification was returned: In this example 05/23/2023.
- Effective Mos: Update to Appropriate Selection. In this example, 99) BENEFITS WILL BE ISSUED USING THIS INFORMATION INDEFINITELY
- Cert Period: Update to appropriate selection. In this example, 03 is entered.
Clear Update on Worker Authority, if permission has been granted from your supervisor.
