The following article details instructions for SNAP applications that are denied in the month of application, but can be certified for the next month. This scenario can occur for a couple of reasons. One is that the amount of income received by the household plus an application date that is late in the month results in the benefit calculating to less than $10. This might also occur if the household received benefits in another state in the application month. Another reason may involve terminated income. A family applies for SNAP because of a recent job loss; but they received an amount of income (last paystubs, severance pay etc.) in the month of application which exceeds the guidelines.
Example
George Shelton applied on 8/28/2023. He lost his job with Law Library on 08/18/2023. He has provided you with his total income for the month of application when you interviewed with him on 8/29/2023. His paystubs were as follows: 8/10/23 of $782.50 and 8/24/2023 for $645.35. You use this to calculate total actual income for month of application. The total is 1428 in MICAL countable income. He has applied for unemployment benefits but he has not heard anything at this time. He has no other income sources.
Complete all tabs required for SNAP benefits in FACS.

- Income (be sure to check whether actual or anticipated income should be used).
- Services – Screen for expedited services (if denied in the initial application month, also check for the certification month).
- Resources (This may determine whether the application is expedited or not). Also screen for gambling winnings received in the month of application.

- Expenses
- Shelter
- Social Services
In this example the household is denied in the application month due to earned income exceeds agency standards. Remember if the household has other income to factor in such as unearned income; another reason should be used for the denial.
On the SNAP Tab in Eligibility Notebook:
- Section C – SNAP – Type Action Taken: DENIED (2)
- Reason: Earned Income Exceeds Agency Standards (3)
- Elderly Disabled Indicator
Save the case and push completely through.
After the denial is processed, refresh the case.
Please note, this process requires 2 different actions. If you are still on case reads, please use the unfinished issuance method.
Go through each TAB of Interview Notebook and make changes where necessary.
On the Case Info Tab, re-send the Shelter Type (A23) field.
On the Household TAB, add all members to SNAP effective next month; in this example 09/01/2023.
For this example case, remove the earned income for George as his employment ended in August.
Update screening for the Expedited Services tab based on answers and dollar amounts for month of certification, September in this example. If applicable, the Date of Entitlement to Expedited Services should be the date client was discovered to be EO eligible.
Update/Resend Work Registration and ABAWD status for each household member for month of certification. This cannot be a future date.
On the SNAP Tab, Eligibility Notebook:
- Section C – SNAP – Type Action Taken: CERTIFIED (1)
- Reason – Select applicable reason depending on whether the case is expedited or not.
- Resend Application Date
- Enter certification date as first day of certification month
- Effective months (99) unless there is an anticipated change for the next month
- Cert Period (03)
- Resend Elderly Disabled Indicator
- If resources are declared, enter amount in the Total Countable Resources block.
Save case and push case completely through.
