The following contains guidance and examples in the event that you receive unclear information about the household continued eligibility or benefits amounts. A lot of times this occurs as a data exchange discrepancy, e.g. a new hire notification. There are other times where you may receive information from another third party source such as an employer or an individual that is knowledgeable with the household circumstances.
The question to ask is which circumstances necessitate the sending of an ADM-92 to request verification. Send form 08AD092E to the household to verify its circumstances within 10 calendar days only when the information:
- significantly conflicts with the information used at the time of the certification, indicating the household may have failed to report eligibility information at application or;
- is fewer than 60-calendar days old, relative to the current participation month and when true, must be reported under the household’s reporting responsibilities
If the household provides the requested verification; then the determination whether or not to take action is guided by policy. You must act on all changes reported by the client. The computer system decides if the change results in an increase, decrease, or no changes to the benefits.
- Between the mid-certification renewal and certification renewal months, the changes you make do not decrease or close benefits until the mid-certification renewal is due unless the following:
-
- household’s income increase exceeds the maximum gross income scale for household size shown on Form 08MP006E;
- household requested benefit closure;
- worker has information about the household’s circumstances considered verified upon receipt;
- a household member is identified as a disqualified or ineligible person;
- the worker verifies the household won substantial lottery or gambling winnings;
If you send Form 08AD092E and the household does not respond or responds but refuses to provide sufficient information to clarify its circumstances; close the household’s food benefits effective the next advance-notice deadline date, per DHS Appendix B-2.
You may receive a data exchange message that notifies a member may have died or they may have been incarcerated for more than 30 calendar days. Send Form 08AD092E household notifying it of the discrepancy and requesting information regarding the household member.
If the household is a change reporting household and fails to respond to Form 08AD092E or responds but refuses to provide sufficient information to clarify the person’s household status, the worker closes the household’s food benefits.
Examples
- Household applies for SNAP benefits and reported a shelter cost of $500 and case was processed as such. 2 months later the client calls to report a shelter cost of $1000. No change of address or other change in household circumstances was reported.
- As it was questionable because the client did not provide any rationale as to the change in shelter cost, the worker mailed out ADM-92 to request verification e.g. a rent receipt to confirm increased shelter cost. Worker would not close case if verification was not provided, but shelter deduction of $500 would remain until the verification was provided.
- Client applies for SNAP benefits and case was processed on $0 income as client declared no income and all verification indicated this fact. Later the Oklahoma Wage Link discrepancy shows earnings from Quarter 1 for the client in the amount of $3500.
- Although there are earnings showing in OWL, the client is only required to report any earnings that will put the household over the income guidelines. The case cannot be closed if verification is not provided as it is in a non-report month. Also the information displayed income per quarters on the OWL screen is not considered verified upon receipt therefore earnings cannot be added to the case without other forms of verification. Address the findings in the Mid-Certification Renewal or Certification Renewal months.
- Client applies for and is approved for SNAP benefits. The household consists of two adults and three children. The worker receives a Date of Death (DOD) Discrepancy for one of the household members.
- If an obituary for the person cannot be found, the worker attempts to contact other SNAP household members if there are any. Whether this is a single or multiple person household, if no contact is made by phone, the worker must mail an ADM-92-Request for verification to the SNAP household. If the case is a change reporting household and there is no response to the ADM-92 within the 10 day timeframe, the worker must close the case for the next effective month on reason ’45 – Failure to Provide Verification.’ If the case is a semi or annual reporter and there is no response, the worker must remove the client from the case (S/R with reason ‘other’ and the next effective date). The worker must enter adequate case notes when clearing this type of discrepancy.
