Rights and Responsibilities, when presented at the beginning of a case, form a framework where responsible casework on the part of both the worker and client can occur. The client must be assured that their information is kept confidential throughout the process. Clients must be advised of the reporting guidelines for each program that they are applying for in order to order to maintain accuracy while a household receives benefits.
Without a prior knowledge of reporting rules, the household may fail to report changes that would have an effect on eligibility or amount of benefit. Finally the Rights and Responsibilities give the client notice on the fair hearing process for those case decisions that they deem to be incorrect.
