A SNAP application that is screened as eligible for expedited benefits must be processed within seven (7) calendar days of the application date. When an application qualifies for expedited benefits and additional verification is required, verification can be postponed. This is called an S/EO due to the coding in IMS. Proper use of expedited processing with postponed verification supports timely application processing and helps reduce untimely case actions.
Required Actions for S/EO Determination
Before an application can be evaluated for expedited eligibility with postponed verification, both of the following actions must occur:
- the applicant’s identity must be verified, and
- an interview must be completed.
Verification Requirements
A reasonable effort must be made to verify all eligibility factors within the seven-day expedited timeframe. Reasonable efforts should include documentary evidence and/or collateral contact and must be documented in case notes. When the household is unlikely to provide the required verification within the seven calendar days, the worker must postpone verification rather than delaying expedited processing. The Request for Information Form 08AD092E (ADM-92) must be issued to request postponed verification and allow ten days for return.
If the verification is received, additional benefits may be approved. Verification and documentation standards for S/EO cases follow the same procedures as other SNAP applications.
When the household does not provide the postponed verification, it is not eligible for expedited processing again until there has been a certification using normal (not postponed) processing standards.
ABAWD: For applications screened as expedite eligible:
- If the person claims an exemption, verification of that exemption can be postponed with the S/EO.
- If the person does not claim an exemption and they have already received their “K” months, they will not be eligible for SNAP.
- If the person does not claim an exemption and they have not received their “K” months, there is no ABAWD verification to postpone and they may be eligible for 3 “K” months.
Shelter Expenses: For applications screened as expedite eligible:
If shelter and utility expenses are claimed on the application, those expenses can be considered in the expedited determination. Those expenses can be added to the case and verification can be postponed with the S/EO. If verification is not provided, the expenses cannot be added to the case if it is re-certified (if all other required verification is received.)
Current Outcome for S/EO:
- The correct outcome for an S/EO without expenses requested is “Pending Without a Due Date”. If the required verification is not returned, there is no further action needed.
- The correct outcome for an S/EO with only expenses requested is “Pending with a Due Date” since the case will need to be reviewed again to determine eligibility for future months. If expenses are requested but not provided – and all other requested verification has been received – the SNAP application can be processed for a regular certification period and the expenses removed from the case.
