Acting in the role of spouse – a term used in TANF policy to denote an adult non-relative who lives with the client. For an adult non-relative to be considered as acting in the role of a spouse, the client and the non-relative must represent themselves as a couple and/or have a physical relationship with each other. Factors that may indicate the non-relative is acting in the role of a spouse include when the person:
- assists the client in parenting the child(ren);
- provides financial support family greater than a pro rata share of household expenses;
- shares a joint bank account or real property ownership with the client; or
- files a joint tax return with the client.
