How Timeliness is Calculated for Child Care

An application for child care must be completed within two working days once the interview is completed and all needed verification to determine eligibility has been received.

Timeliness is tracked and reported for each individual child care authorization.

For child care certifications, the computer system compares the authorization “begin/change date” from the FACS Auth Daycare tab (which is IMS block K45) with the processing date. The processing date is the day the action is completed on the computer. If the processing date is equal to or less than 2 business days from the begin/change date, the authorization action is considered timely.

For example, Juanita Simpson turned in all required verification on Monday, June 1st and needed to begin taking her daughter to child care on the same day. The “begin/change date” on the auth daycare tab will be 06/01/2015. Therefore, the case action must be completed by Wednesday, June 3rd in order for this action to be considered timely.

It is important to remember that sometimes the “begin/change” date may be a future date. For example, Tina Tucker turned in all required verification on Monday, June 1st but she didn’t need to begin taking her son to child care until June 8th. The “begin/change date” on the auth daycare tab will therefore be 06/08/2015. However, Child care policy still dictates that this case action must be completed by Wednesday, June 3rd in order for this action to be considered timely because this is when all necessary verification was received. The child care certification date (which is IMS block E2) is the day when all verification is received and is considered Day Zero when calculating the 2 business day timeliness standard.

Child care denials must also be processed within 2 business days if the client has turned in all verification and has been determined ineligible.

If the client fails to provide any or all of the needed verification, the application must be denied within 30 days of the request date.

It is helpful to keep in mind the following tips when determining child care timeliness:

  • The Request Date (IMS Block E1) on the FACS Child Care Eligibility notebook tab will always equal the Child Care Req Date (IMS Block K9) on the FACS Auth Daycare tab.
  • The Certification Date (IMS Block E2) on the FACS Child Care Eligibility notebook tab is always the date the client provided all required verification to complete the application.

The Begin/Change Date (IMS Block K45) on the FACS Auth Daycare tab may or may not equal the Certification Date (IMS Block E2) on the FACS Child Care Eligibility notebook tab.
