Child Care Subsidy: Updated3 Month Job Search – Extending Child Care

The following instructions are regarding 3-month job search child care cases in which extended child care is needed. Whether the customer has obtained a new job during the certification period of the job search or within 30 days of the closure of the job search, the process of handling the case is very similar.

No new application is required to process the request. If they have re-applied, contact remedy and have then “back off” the application to allow for it to return to closed status.

We need to verify the childcare household caretakers meet the need factor in either case. This includes any adult who is listed as a parent/guardian in the childcare case. We cannot extend if only 1 person in a 2-parent household meet the need factor. It will need to be determined when the first paycheck will be received for the new employment.

If the paycheck is received prior to the job search end date, we will process without unfinished issuance process. If the paycheck is received after the closure date, we will need to utilize the process found in Unfinished Issuance Examples & Coding.

We have to certify the benefits on Child Care tab for the date following the closure of job search. We reopen all of the authorization lines.

Example 1:

Job search child care began on May 5th, and the closure date occurred on August 5th. Client reports she had secured a job and will begin working on September 1. Since it is within 30 days of the job search child care closure, no new application is required. The client supplies all necessary verification to continue her child care on August 28. She will receive her first full paycheck on September 25.
First Steps:

  • Check EKL/EEHL to determine the last date of service when receiving documentation or new childcare application.
  • If they reapply within 30 days of job search closure or within 3- month job search period; submit a remedy ticket to back off app status.
  • No new application or interview is needed!
  • Verify the need factor and new income. Document in case notes along with the work/school schedule.

The worker must conduct the following steps in FACS to Extend Child Care on Job Search.

HOUSEHOLD TAB – INTERVIEW NOTEBOOK

  • Add all household members as needed.
  • Benefits effective date (F27) should reflect date of certification.

INCOME TAB – INTERVIEW NOTEBOOK

  • Add anticipated income on all employed. (If first full check not received, use unfinished issuance process.)

CHILD CARE TAB – FINANCIAL ELIGIBILTY NOTEBOOK

  • E.2 – Certification Date (the date after closure)
  • E.3 – Action Type – Open
  • E.5 – Effective Date (date after closure)
  • E.7 – Review Date (1st of the certification month)

AUTH DAYCARE TAB – FINANCIAL ELIGIBILITY NOTEBOOK

  • K.12 – Action – Reopen
  • K.16 – Reason – Retain Employment
  • K.92 – Notice Indicator – App approval
  • Number/Unit only changed if no longer weekly 5.

For our example, worker must code a new certification on the Child Care tab in FACS (E section) (action taken “open-1”) effective August 6, 2024. The request date should not be changed (remains May 5, 2024). The authorizations should be re-opened on Auth Daycare (EKL). A 2-month unfinished issuance must be used since the client will not receive a full paycheck prior to August 1 or September 1, 2024. Things to remember:

  • Do not use “REOPEN” on the Child Care (EE) section after it’s closed for Job Search (55) or a copay will not lock in.
  • Do not extend childcare unless all parents or caretakers within the child care household are meeting need factors.
  • If there’s a two parent household and one parent’s income was verified at the initial job search cert, we do not have to verify parent’s income again. Only the new employment income needs to be added and verified.
  • Always check G3 and EKL to ensure that there are no edits, otherwise eligibility may not cross to EEPIC causing denied swipes.
